Glastonbury doctor arrested again

GLASTONBURY, Conn. (WTNH) -- A Glastonbury doctor charged with sexual assaulting his patients was arrested Thursday and charged with submitting false claims to the state's Medicaid program.

Tory Z. Westbrook, 44, of Manchester Rd., was charged with six counts of second-degree larceny by defrauding a public community, and six counts of insurance fraud.

The arrest stems from an ongoing investigation that began in February, when one of Dr. Westbrook's patients, who is a Medicaid recipient, complained that he had sexually assaulted her during an office visit. Additional investigation revealed that during 45 office visits that took place between February 25, 2010, and February 28, 2012, Dr. Westbrook had billed the state's Medicaid program for professional services and treatment that he had not rendered to the patient who complained.

Dr. Westbrook was arraigned Thursday in Middlesex Superior Court and released on a $50,000 bond. The case was continued until November 13th.
