NEW HAVEN, Conn. (WTNH) -- Police use the cuffs on one of their own. 47-year-old Officer Juan Monzon worked on the force 14 years and now he's accused of domestic violence.
"We saw at least 3 police cars and what was probably a detective car," said Rachael Andriulli.
We spoke to several residents in his West Haven neighborhood.
"I was shocked. He's a cop," said William Doss.
"I would say he kept to himself. We haven't had any interaction with the man," said Jeffrey Locke.
"Very friendly neighborhood, everybody's very friendly, but I just never had a chance to talk to him. I think he keeps to himself. I don't think he talks to anybody," said Al Evangelista.
Police aren't releasing any details but say a woman filed a complaint Friday. He's been charged with risk of injury to a minor, assault in the 3rd degree, and threatening.
New Haven police would not do an interview but Chief Dean Esserman said in a statement, "The department followed through immediately with the investigation. We hold our Officers to high standards and take such complaints seriously - as we would when investigating similar complaints involving civilians. The department continued the investigation throughout the weekend, securing an arrest warrant from the office of the State's Attorney. The Police Union was contacted".
"I think they are and I think that they should be 'cause anyone that's charged with the welfare of other people should hold themselves to a higher standard, lead by example," said Andriulli.
Monzon has been placed on adminstrative duties within the department and has surrendered his weapon.
