COVENTRY, Conn. (WTNH) -- A former fire chief and a firefighter in Coventry are facing charges. They're accused of sexually assaulting members of the department's junior firefighter program.
We expect them to rush into burning buildings and save the day. What we do not anticpate is two people who serve now face the possiblity to serve prison time.
"I know he's been very active in the fire department. He's been there a long time. I'm not really going to comment on what his reputation, good or bad is," said Chief Mark Palmer, Coventry Police Dept.
53-year- old Joseph Carilli, the former chief of the South Coventry Volunteer Fire Department, and 35-year old Joe Fragoso, a lieutenant, are charged with second degree sexual assault, sex acts with teens who are part of the department's junior membership.
"I think the council will be very concerned how we regain the trust of the public as firefighters and EMTs are welcomed into your house in emergency situations," said John Elsesser, Coventry Town Manager.
News 8 wanted answers so we went to Fragoso's home, because he has posted bail but there was no answer. We then headed to the former chief's residence, and while the door was initially opened for us, it was quickly locked.
"There are multiple victims," said Chief Palmer.
Police tell News 8 the Volunteer Fire Association, which is a seperate entity from the town, is cooperating with police. Carilli was arraigned in Rockville Superior Court Thursday. His colleague makes his first appearance next week.
Carilli has a record. He was convicted in 1985 on sexual assault and served one year in prison. He is married, has seven children, the youngest being a 1-year-old. The judge told him he is to have no contact with any teenage girls. His bond was set at $250,000.
