GUILFORD, Conn. (WTNH) -- A homeowner contacted News 8 through Report It, saying that disabled tenants were living in unsafe conditions because of the supervisors.
The homeowner has filed police reports because of what he feels is reckless endangerment.
The home was being supervised and run by Key Human Services, which the Department of Developmental Services (DDS) oversees. Those agencies deny all allegations against them.
The man hired to fix this mess in the kitchen reacted to what he's seeing..
"I would like to see people arrested," said Justin Wyatt, Tile Shop Owner, "who were treating these people so badly and inappropriately."
From powerful statements to pictures, David Jacobs says he's proving a point that what went on in his Guilford home disgusts him.
He leased his home to three people with intellectual disabilities back in 2006. It was being run by Key Human Services.
"These caretakers just did a horrible job of taking care of the clients," said Wyatt.
The three tenants moved out of Jacobs' home in June. He says a hole in the wall, a broken window and damages to the bathroom floor are just some of the damages left.
The man hired to fix this mess in the kitchen reacted to what he's seeing..
"A solid year plus of neglect water damage mold and mildew throughout," said Wyatt.
Jacobs says Key tried to cover up the damages. Key say he refused to make repairs.
"The nurse admitted that in addition to reckless endangerment of leaving that window open, that they allowed the resident to bang his head against this plastered wall, which is much heavier than sheetrock," explained Jacobs.
Key and DDS didn't want to go on camera, but said in a statement that "Mr. Jacobs has undertaken an unrelenting and reckless campaign of making unfounded and defamatory accusations against Key. Key will take any and all actions necessary to protect the individuals, itself, and it's employees against Mr. Jacobs."
In early June, police investigated and determined that assistance from DDS and the Guilford Health Department wasn't needed. Jacobs finds that frustrating.
"I've got the back of these disabled people who were renting from me," said Jacobs.
Key Human Services released the following complete Press statement on the matter:
“Mr. Jacobs is a disgruntled landlord who leased his property to individuals under the care of the Department of Developmental Services and Key Human Services. Key Human Services is a non-profit agency which provides community support to individuals with intellectual disabilities. Mr. Jacobs is now in dispute with Key Human Services over
property related issues. Mr. Jacobs has undertaken an unrelenting and reckless campaign of making unfounded and defamatory accusations about Key. This matter has been referred to our attorney and any and all disputes between Key and the landlord will be resolved through appropriate legal channels.
The individuals receiving support from Key are well served and we take our responsibilities very seriously. Any concerns that are brought to our attention are fully investigated and addressed immediately.
Key Human Services has taken the prudent step of moving the individuals receiving support to a safe and well maintained home where they will continue to provide the necessary support. Key will take any and all actions necessary to protect the individuals, itself, and its employees against Mr. Jacobs as his allegations are completely unfounded.”
