NEW HAVEN, Conn. (WTNH) -- New Haven police have given a police sergeant a 15 day suspension for standing on a handcuffed suspect's neck.

New Haven police spokesman David Hartman confirmed to New 8 that Sgt. Chris Rubino has been suspended for 15 days.

According to the New Haven Independent , the department also said Sgt. Rubino showed poor judgment when he arrested another woman who refused to hand over her cell phone that she used to video tape the incident.

Police say Rubino arrested an out-of-control man in a Temple Street courtyard that night as bars let out.

The 15 day suspension for excessive force is without pay. It is the maximum suspension the police chief can give without a meeting to discuss disciplinary actions.
