Tenant falls from 2nd floor porch

New Haven, Conn. (WTNH) - The owner of a multi-family home in New Haven has been arrested for multiple housing violations after one of their tenants fell from a second floor balcony.

59-year old Julia Blackmon fell from the Shepard Street porch around 12:30 Tuesday afternoon after a railing gave way. She has been hospitalized with serious injuries.

"It was surreal. It was like, you wouldn't expect that. I didn't expect that, not the way it happened," witness Sherman White said.

Police do describe this house as a problem house. The landlord, Joanna Keyes, has 28 code violations out against her. Police say a warrant has been out for her arrest. She is in police custody.

Officials are saying this is an unfortunate example of why the city works so hard to get landlords to comply with safety violations, and fix their houses.

Blackmon is in stable condition at a local hospital.
