Who is 'co-conspirator number one'

East Haven, Conn. (WTNH) - One day after four East Haven police officers were arrested on federal charges, the big question is what's next for them and who is 'co-conspirator number one' mentioned in the federal indictment.

The government won't say who it is because it is still a very active investigation. But more arrests could follow.

On Tuesday, Officers Dennis Spaulding, David Cari and Jason Zullo and Sgt. John Miller were arrested. Miller is also president of the police union.

The charges in the indictment include unreasonable search and seizures and use of unreasonable force, fabricating police reports, and intimidating and harassing members of East Haven's Latino community and their advocates.

Zullo was held until another hearing Thursday because he was not immediately able to post bond. The other three were released on bond and are now on home confinement.

Later today the Connecticut Civil Rights Coalition will hold a news conference to discuss the investigation and the urgent need for reform across the state.
