No federal action in death outside Westerly bar

WESTERLY, R.I. (AP) — Federal authorities don't plan to pursue a civil rights investigation into the death of a Connecticut man who was arrested outside a Rhode Island bar.

Jim Martin, a spokesman for the U.S. Attorney's Office in Rhode Island, says the FBI reviewed the arrest and subsequent death of Ryan O'Loughlin of Mystic, Conn. and found no further federal action is warranted.

O'Loughlin died in June 2011, 16 hours after police charged him with disorderly conduct and resisting arrest outside the Perks & Corks bar in Westerly. The Connecticut medical examiner ruled his death a homicide from a blow to the abdomen.

A Rhode Island grand jury declined to indict the three police officers involved. Mark Dana, a lawyer for O'Loughlin's family, says they are planning a federal lawsuit.
