Sprague selectman fined $200 by elections panel

SPRAGUE, Conn. (AP) - The State Elections Enforcement Commission has fined Sprague's first selectman $200 for spending public money on a town newsletter published before the 2010 election that touted her accomplishments in office.

The Bulletin of Norwich reports that the newsletter came out as Democratic First Selectman Cathy Osten was running for the state House of Representatives against Republican Rep. Chris Coutu in the 47th District.

Osten says she has paid the fine, but she disagrees with last month's ruling by the commission. She acknowledged that her column in the newsletter was "poorly timed."

The commission concluded that Osten violated a state law that prohibits public officials from using public funds to mail or print promotional materials within three months of an election.
