(WTNH) - After the Tropical Storm Irene and the Autumn Nor'easter left hundreds of thousands without power, CL&P parent company Northeast Utilities ordered it's own investigation into CL&P's emergency preparedness.

On August 28, 2011 671,789 customers lost power, making it "most significant outage event in CL&P's long history," the report says.
According to the report, the two storms left more than 2.4 million customers without power. It took CL&P 9 days to restore power following Irene and 11 days to restore after the Halloween snowfall.
In spite of these events, the report says "In both restorations, CL&P restored all of its customers within a reasonable timeframe in comparison to similar events..."
The report details 66 recommendations for CL&P to consider.
Davies Consulting was hired to conduct the investigation and write the final report.
