Admiral says sexual assaults must stop

NORFOLK, Va. (WAVY) - Fleet Forces Commander Admiral John Harvey said Tuesday the Navy has a zero-tolerance policy when it comes to sexual assaults.

"There is a zero tolerance in the Navy for sexual assault that's clear that's unambiguous and that's what we're driving home this month in our intense training throughout the Navy," Harvey said.

Every Navy installation this month is echoing Harvey's message this month.

Adm. Harvey said he does not support a military legal brief in a prior sexual assault lawsuit that stated rape was incidental to military service.

Attorney Susan Burke represented 28 victims in the case that was dismissed in December of 2011.

"What they argue in their legal brief is that rape is an occupational hazard," said Burke.

"In terms of reasonable expectation that a sailor could be, I reject that," said Adm. Harvey.

"It is a crime and we don't reasonably expect anybody to commit crimes against our sailors," he continued.

Harvey said the Navy needs to gain sailors' trust in a crime that is likely largely underreported.

"The sailors have to have trust in the chain of command that we will deal with this issue, that we will deal with this crime seriously, forthrightly and with due regard for their health and well being while following through on the legal process," said Adm. Harvey.
