A 28-year-old convicted felon has been charged with killing a man in Hartford in 2008.

The Hartford Courant reports that James Brown of East Hartford was charged Friday in the June 2008 killing of Kenny Sullivan and was held over the weekend on $1 million bail. Records show Brown was on special parole for drug convictions when he was arrested.

Documents show that Brown was shot multiple times in a gang feud just days after Sullivan’s slaying. The shooting left Brown paralyzed from the waist down and blind in one eye.

Brown was also convicted in 2008 in the stabbing of an 18-year-old and in 2015 for selling drugs to an undercover police officer.

It was not immediately clear if Brown has an attorney.
