Bill looks to crack down on car thefts by juveniles

A bill to crack down on juvenile car thefts is heading to the governor.

It creates a diversionary program with services and resources to rehabilitate young offenders.

The bill also allows courts to detain juvenile car thieves if they’ve done it twice before.
