A resolution for early voting will not appear on the 2020 ballot.
The measure passed the Connecticut senate on Wednesday, but not by enough votes.
A super majority was needed, which is 27 votes for it to end up on the ballot.
Instead, the resolution only got 23 passing votes.
Identical resolutions must pass in both chambers next year so the question can appear on the 2020 ballot.
If that passes, lawmakers can then design and vote on an early voting system.
