EAST HARTFORD, Conn. (WTNH) – A man has been charged in a domestic violence dispute that left one woman suffering a gunshot wound to the chest, according to East Hartford police.

Officers stated that just after 3 p.m., they were dispatched to a home on Lafayette Avenue on a report of someone being shot during a domestic violence incident. At the scene, officers discovered that a man, identified as Luis Toro-Vargas, had shot a woman.

There were also two juveniles inside the home during the shooting, police stated.

The officers who responded to this incident had to make contact with Toro-Vargas over the phone in order to negotiate him out of the home. When he was outside, police took him into custody without further incident.

Police stated that neither of the juveniles was harmed during this ordeal.

Investigators recovered a firearm at the scene, and witnesses who watched the situation unfold said they saw Toro-Vargas taken away in handcuffs by police, after tossing a gun into the air.

The woman who was shot was given medical assistance immediately, police said. She was taken to a local hospital for a single gunshot wound to her sternum, and as of Thursday morning, she is in stable condition.

Toro-Vargas has been charged with criminal attempts to commit murder, kidnapping in the first degree with a firearm, and criminal mischief in the third degree. He is currently in custody and being held on a $1 million bond.

Police stated that this is an isolated incident, and there is no further threat to the public.

“She was distraught, really distraught, and the police officer was holding her hand. She only had socks on and he was walking her down, and then there were two kids in this house,” witness Arkeen Peronto said.
