It’s called the All Sports Village: A proposed $230 million athletic facility with fields, courts, hotels, restaurants and dorm rooms to house thousands of elite athletes from all over the country.

The Long Island-based sports promoter says the facility will host some of the biggest national tournaments for basketball, volleyball, soccer, lacrosse, and flag football.
He thinks being so close to the airport is a real advantage compared to other similar facilities around the country.
“34 min stop flights throughout the country which allows a lot of these teams to come here. We’re a mile from the airport. We have quite a few airports on 75. I’m sure more will be built once we come here. And it’s easy accessibility to the highways. Right off of 91. Right off of 20. It’s really a great location,” Borgia said.
On Wednesday, Windsor Locks residents will vote on whether the town should offer Borgia a Tax Increment financing deals which would reduce the property taxes on the facility up to 90% over 30 years.
Estimates from the first selectman are it would bring in roughly $1 million/year after the rebate.
First Selectman Chris Kervick said voting yes gives the town the leeway to structure a deal with the facility in the future.
He said it’s not a loan or a grant and, considering the existing farm is taxed around $2,500 a year, the million dollars the town stands to make will be a boost.
Not to mention the economic impact it could have on surrounding businesses.
But not so fast say some neighbors of the property, who question the revenues and that the project will have a positive impact.
The six-story dormitories housing thousands of kids will be built behind condominiums, and those who live there are saying, “not in my back yard.”
These residents don’t believe the plan for the project has been clearly articulated.
This group doesnt believe a TIF financing plan is the right fit for a project without sponsors and without financing, but some neighbors believe of you build, they will come, and the noise that will come from the facility is the good kind.
