Torrington police apprehend man who allegedly exposed himself to 2 girls


Police have charged a man who’s accused of exposing himself to two girls in Torrington on Monday morning.

Both incidents happened around 7:00 a.m.

The girls told police a white SUV drove up to each of them near Brightwood Avenue and Eastwood Road.

They said he called each of them over to his car, exposed himself, and drove away.

On Monday night, police announced they took 32-year-old Kevin Chapin into custody.

He has been charged with three counts of risk of injury to a minor and two counts of breach of peace.

He is being held on a $100,000 bond and will appear in court on Tuesday.
