Phase one of the Perkins Farm project is already underway. Upscale apartments start off the high-end housing followed by townhouses proposed in phase two and a medical office building in phase three.
“It’s really about bringing specialties into the community where our patients want to be cared for in their communities,” said Donna Handley, President of Hartford HealthCare’s East Region which includes Backus Hospital in Norwich.
Hartford HealthCare plans to open a $20-million, 47,000 square foot facility which will bring primary care along with cardiology and neuroscience specialists all under one roof.
“Patients can see multiple specialists that are involved in their care all in the same visit in the same day,” said Handley.
“Down the road, this will likely be the highest-paying taxpayer in Stonington,” said Peggy Roberts, President, Greater Mystic Chamber of Commerce.

She says the project helps fill the need for housing and provides a diversity of employment with 60 new jobs being created.
“We have so many jobs that are dependent on tourism and this will balance out our economy a little more and they’re going to be high quality great jobs,” said Roberts.
“We’re recruiting specialists and clinicians to staff our institute roles,” said Handley.
Stacey Arruda, who owns Mystic Mailbox, expects to see a boost in business with this new development. “Absolutely yup,” she said.
Her store is a stone’s throw away from the proposed project which will keep half of the 71 acre property off of Jerry Browne Road in Mystic as open space.
“I think it’s a great asset to the community,” said Arruda.
A lot of the work being done right now in phase one is getting the infrastructure ready on the property so it can be developed. Also in phase one are the upscale apartments.
The town homes and medical office building which could follow still need approval from the Stonington Planning and Zoning Commission which will hold public hearings.
