Police: Sex offender exposes himself at West Haven daycare

WEST HAVEN, Conn. (WTNH) — A registered sex offender has been arrested for exposing himself at a West Haven daycare, police say.

According to authorities, 46-year-old Lawrence Kelly exposed himself Thursday afternoon to a woman and children at a daycare on Admiral Street. They say he lives on Bristol Street, directly behind the daycare, and that the rear yards of the two buildings are connected.

Marilyn Velazquez runs the Babies and Toddlers Home Daycare. She and the four children she watches are often outside in the yard playing. Thursday afternoon Velazquez says the kids were having a snack when she noticed Kelly lurking in his backyard.

“When I look over I see him performing a sexual act on himself while being covered with his vest, jacket that he had been wearing,” said Velazquez. “When I stood up to get a clearer view to like, address it, he immediately turned over, his coat went up in the air and that’s when he exposed himself and then he went around.”

Velazquez quickly grabbed the kids and rushed inside to call police. Kelly was arrested and charged with risk of injury to a child, public indecency, and breach of peace.

Kelly appeared in Milford Superior Court on Friday afternoon. He appeared visibly upset by the allegations. His sister Joann released the following statement:

“”What my brother did 19 years ago, he did his time and paid the price. My brother, in a million years, would never harm a child. His family stands by him 100% and this lady needs to get her story right. Was he urinating or was he flashing her?”

Velazquez says she knows what she saw. Kelly has a lengthy criminal past including convictions for two sexual assaults as well as kidnapping and robbery. The sex offender registry shows Kelly is designated as non-compliant and did not notify authorities when he moved into the neighborhood.

Kelly is being held on a $15,000 bond. If released, the judge ordered Kelly not to live near the daycare or within 200 yards of a school or daycare facility. His next court date is October 28th.
