Audit: Ineligible people may have received benefits


Connecticut’s auditors say the state Department of Social Services may have provided Medicaid benefits to people who were not eligible.

The Journal Inquirer of Manchester reports ( that a recently released 2017-18 audit found the agency did not verify Social Security numbers of all applicable Medicaid clients. In 57 out of 60 cases tested, the audit says staff did not enter the Social Security numbers into either of the department’s two eligibility management systems.

The Democratic and Republican auditors are recommending the agency strengthen its internal controls. In some cases, they recommend the department return some funds to the federal government.

DSS officials say they agree Social Security numbers are “an important component of the eligibility verification process,” but noted that its new verification system wasn’t available statewide until August.
